Health and Safety Policy
Purpose
This Health and Safety Policy outlines the responsibilities of hirers using the Upper Norwood Library Hub (“the Hub”) to ensure a safe environment for all attendees, staff, contractors, and the public during the hire period.
Commitment
UNLT is committed to upholding high health and safety standards. Hirers are required to fully comply with this policy as a condition of their booking, in line with their contract and in accordance with relevant UK health and safety legislation.
Hirer Responsibilities
As a condition of hire, the Hirer agrees to:
- Insurance: Provide public liability insurance if not covered under UNLT’s policy, particularly for commercial events.
- Health and Safety Compliance: Comply with fire safety protocols, prevent trip hazards, and avoid tampering with fixtures and electrical systems.
- Safeguarding: Appoint a safeguarding lead where children or vulnerable adults are present and ensure relevant DBS checks are completed.
- Fire Safety: Familiarise all attendees with fire exits and evacuation procedures. Keep exits clear at all times.
- First Aid: Be responsible for first aid provision unless otherwise agreed. First aid boxes are located on site.
- Accident Reporting: Report all accidents or near misses to the Hub Director.
Venue Use Restrictions
- No smoking or vaping indoors.
- No confetti, glitter, helium balloons, or ball pits allowed.
- No animals, except for assistance dogs.
- No unauthorised electrical equipment without prior approval and valid PAT certification.
Contractors
- Contractors hired by the Hirer must adhere to Hub policies and provide risk assessments and insurance documentation.
PPE and Equipment
- Use venue-provided equipment properly. Provide PPE where required for hazardous activities.
Emergency Evacuation
- Follow Hub staff instructions in emergencies. Evacuate promptly and gather at designated assembly points.
Monitoring and Enforcement
- UNLT reserves the right to suspend events that breach safety policy or pose health risks.
